I think it would be an excellent idea if it is not painful. It would be excellent for people with senile dementia, who tend to wander and get lost, and can't find their way back home.

Nope, the cell phone will have it in it. Andy you know how many people carry those things with them everywhere they go.
It depends who needs to track who. I might get lost or car jacked. My lover might have wondering ways. The story is never ending.......
