Pennsylvania Ankle Bracelet Enhancements, GPS belt? Cell phone that is a breathalizer?

Okay, I need some clarification. My BF is telling me this 'Story' about a guy at work who is on house arrest for DWI in Pennsylvania. The guy told him that instead of a bracelet he wears a belt that he can't go 10 feet from and that can pinpoint him everywhere he goes. Also, that he has a cell phone that he must carry at all times that can't be used to make phone outgoing calls but that his probation officer can call and when answered the arrestee's breath is analyzed for alcohol with a breathalizer. This sounds SO far fetched to me. Is this true as my bf says or am I right that his co-worker is pulling one over on him?

  2. I have actually read about similar stories to the one you've just described, but I don't think they would give someone on house arrest a cell phone. A regular phone should work just fine if the person can't leave the house. The article I read was about a guy who had multiple dui arrests and killed someone in one of them. The parole board didn't want this guy to hurt anyone again so they made him stay at home at all times and made him blow into a breathalizer that was hooked up to a phone that also video taped his picture at the same time. The article said the phone would ring from 10-15 times per day at random times. If he didn't answer or he registered any alcohol in his system at all he was immediately tracked using an ankle braclet and arrested. The technology used to track people on probation and parole is being improved all the time and is really quite amazing sometimes. In summary, your friend's story is very far fetched after all.
