Some phones are being built with GPS capabilities. But another location method being deployed is E911. It works with any cell phone; instead of recieving signals from navagational satellites (GPS), cellular base stations send signal data to an E911 server, which triangulates this data, and locates the phone. Currently, the system is accurate to within 50 yards.
