Is your cell phone nextel or boost mobile if it is you can track it for almost completly free. Get a usb cable to conect your phone to your computer and download a application like mologogo or acutrack on to it and create a acount for these web sites. Then you can track your phone from any web browser. If you phone is not Nextel or Boost you will have to use a system like Verizon Chaperone or Sprint Child Traker where you pay $10 a month to track several phones

I suggest you contact your cellular company and have them place a trace on your cell phone location, they can then tell you where it is and if it has been stollen or lost they can deactivate it so no one can make calls on it and run your bill up.
