you can put a GPS system on the phone but you might want to check your local laws it might be illegal for you 2 do!!!!!!
Not possible, sorry. Can only be done through the cell phone company and even then only when ordered by the police.

A majority of cell phones do not receive GPS signals. The ones that do will probably require the user to allow sending his location to the network. Then you would have to get this information from the provider. Not likely that the provider would share this with you. I seen applications that will send your GPS locations via SMS, but this would require the user knowing. For phones that do not support GPS, the carrier can also have a general location of the user, but again they will not share this with you.
