Is there anywhere on the web that i can track a cell phone by gps?

GPS IS USED BY POLICE ONLY WHEN DIALING 911, UNLESS YOU HAVE ONE OF THE CHAPERON PHONES FOR KIDS, THE ANSWER IS NO, YOUR CELL PHONE CAN'T BE TRACKED BY GPS UNLESS YOU CALLED 911. SO IF IT WAS MISPLACED OR STOLEN, FORGET IT!!
