Is it constitutional for GPS system to be forced upon cab drivers?

In Philadelphia, the Parking Authority, which recently took over the supervision of the taxi business, is forcing every cab owner to install the GPS system. The operation of the meter in the cab will be activated by the driver's social security number. And dispatch of calls will be forced. Since every driver in Philly is an independent contractor and is self employed, I feel that my rights are being violated. I know that they have done this in Boston, and the ACLU has a case that has not been decided yet If you are predjudiced against cab drivers. If you take your freedoms for granted.   1. Is it Constitutional for odometers to be forced on every motorist? Consumer protection from too many trips around the same block outweighs cabby indignance. Parking Authority issues the hack license, so they get to make the rules.

  3. I find it troubling that the authority wants to use SSNs instead of the cabbies' license numbers. Other than that, there is nothing unconstitutional in requiring cabs to have GPS activated during a call, since that would allow the authority to know whether the meter was accurate, whether the cab actually took the correct route, and will allow the authority to locate the cab if there is an emergency. Tracking the cab when there is no fare is more of a problem since that would allow the authority to know what a cabbie did on his own time. On the other hand, if there was a history of cabbies not putting the meter on and thereby evading the reasons for having meters, a court might accept this as a minimal intrusion on the cabbies' privacy. Remember while this might be an intrusion on privacy, it is voluntarily accepted by the cabbie since he/she is not compelled to be a cabbie.
